I would respectfully submit a plan for raising Highway 34 above flood level by installing the large cement blocks (approximately 2 feet x 2 feet x 4 feet) on both sides of the highway longer than the flooding area, and then filling in the blocks to seal them, probably two to three rows high, then raising the highway in between the normal construction way. With maybe a corkscrew-type culvert put in under the highway.
