Drug dealing, child neglect — Mark Daniel Barnes, 38, of Harrisburg, was charged with delivery and possession of methamphetamine, delivery and possession of heroin, two counts of first-degree child neglect and felony in possession of a firearm. In a connected case, Skye Alienana Rowe, 39, of Eugene, was charged with delivery of methamphetamine and heroin, two counts of first-degree child neglect and two counts of endangering the welfare of a minor. The state has filed a notice of intent to seek an enhanced sentence in the case. Many of the crimes took place between Feb. 15 and Thursday, according to court documents. Barnes and Rowe’s bail was each set at $50,000.

Burglary — Loa Ann Louise Branton, 28, of Lebanon, was charged with first-degree burglary, first-degree theft, felon in possession of a firearm, possession of methamphetamine and possession of a burglary tool or theft device. The crimes allegedly occurred on Saturday, and the burglary was in the 500 block of Montgomery Street Southeast in Albany. Stolen during the burglary were firearms, clothing, coins and other miscellaneous items, according to the charging document. The Albany Police Department arrested Branton on Saturday.
Theft — Jeffrey Taylor Bryant, 50, of Lebanon, was charged with first-degree theft and possession of a stolen vehicle. The crimes occurred on Friday. The property in the theft charge belonged to Willamette Valley Rehab Center of Lebanon, according to court documents.
Sex abuse — Korbin Ray Clemmons, 19, of Sweet Home, was charged with second-degree sex abuse and third-degree rape. The crimes allegedly occurred on Saturday and the victim was a girl under 16 years old. Clemmons was arrested by the Albany Police Department.
Domestic assault — Shawna Kay Leth, 23, of Scio, was charged with two counts of felony fourth-degree assault (domestic violence). The crimes allegedly occurred on Saturday, and the victim was an adult male.
Theft of forest products — Steven Wayne Richardson, 41, of Sweet Home, was charged with criminal driving while suspended or revoked, two counts of cutting or transporting special forest products without a permit, first-degree theft and theft by receiving. Those crimes allegedly occurred on Feb. 8, 2017, and more than $1,000 in property was taken from BLM land. In a separate case, he was charged with felony failure to appear from an incident June 12, 2017. In a third case, Richardson was charged with felony and misdemeanor attempt to elude a police officer (by vehicle and by foot), reckless driving and possession of methamphetamine. Those crimes allegedly occurred on July 1, 2017.

Burglary — 2:47 p.m. Sunday, 50500 block Highway 20. A caller reported items being stolen, including car batteries, a tent, other camping items, a brush mower, weed trimmer and more.
Stolen Honda — 6:29 p.m. Sunday, 400 block Second Street, Harrisburg. A 1996 Honda Civic was reported stolen. The vehicle was unlocked and taken from a residential driveway.
Stolen Honda — 6:11 p.m. Saturday, 2000 block South Santiam Highway. A baby blue 1989 two-door Honda Civic was reported stolen.
Stolen Honda — 10:47 a.m. Sunday, 3400 block Hawk Arrow Drive. A gray 1997 Honda Accord was reported stolen.
