Most of us have done it sometime: "blame the victim!" ("She shouldn't have gone down that dark alley just because it was shorter to go home.") Plus a thousand variations, we have heard them all. ("Those pesky North Koreans, how dare they threaten to shoot down our bombers flown by kind-hearted, peace-loving pilots, just because they are flying 10 minutes from their (Korean) beach?! Loaded with bombs?)
In modern warfare there are only perpetrators and victims. Whose neighborhood are we talking about, anyway? Of course, when you think of yourself as emperors of the world, (800 war bases all over) you might begin to think it's all your neighborhood. Seen any hostile bombers off our Oregon beach lately?
