Information in opposition of Measure 101, furnished by Julie Parrish (Measure 101 Chief Petitioner to Stop Healthcare Taxes on public schools, college students, small businesses, and everyday Oregonians), states on page 36 of the voters' pamphlet that college students attending Oregon's universities are required to have health insurance. HB 3276, by Rep. Nathanson, dated March 24, 2017, states that none of the public universities in Oregon require all of their students to carry insurance; most of them require only international students to carry insurance.
