An incendiary device was detonated underneath a car in the 900 block of 20th Avenue SW early Monday morning, according to the Albany Police Department.
On Monday afternoon, Billy Joe Barnes, 39, of Albany, was arrested on charges of second-degree arson, attempted first-degree arson, manufacture of a destructive device and other crimes, said APD Lt. Travis Giboney.
Giboney said the destructive device appeared to be a conglomerate of accelerants and fireworks.
He added that Barnes had recently had a falling out with the victim in the case.
The 2000 Toyota Celica that was targeted did not have extensive damage as a neighbor quickly responded with a fire extinguisher.
The Oregon State Police “bomb squad” and APD officers also served search warrants on Barnes’ home in the 1800 block of 21st Avenue SE on Monday, Giboney said.
